Canada's game: it's hockey time in nation's backyard rinks

FREDERICTON -- While most were dreaming of a white Christmas, Robert Morimanno just wanted a frozen one.

For the past four years, Morimanno has laid down plastic sheeting in his downtown Fredericton backyard to make, what in plus-temperatures, looks like a giant waterbed framed by timbers purchased from the local hardware store.

It's just part of winter life for Morimanno, whose backyard-rink projects are a real passion.

"My dad would do the old-fashioned 'stomp on the snow and pour water on it' when I was growing up in the 1970s," Morimanno said. "The problem with that was the first thaw, and it all disappears."

For Morimanno, and New Brunswickers from all corners of the province, winter is about perfecting the art of the backyard rink.

He has gone as far as dismantling part of a fence which runs the perimeter of his yard to truck in soil to level his lawn so that when it's cold outside it's Maple Leaf Gardens in the backyard for his two boys - Caleb, 11, and Pascal, 7.

Morimanno has even rigged up his own version of the Zamboni to resurface his rink. It involves a broom and a hose with several holes in it to distribute water evenly to the sweeper's bristles.

"I call it the Zambo-rimanno," he said. "Over the years you pick up some ideas."

In this country of 34 million people, there are one half-million registered hockey players, according to Hockey Canada.

There are roughly 2,500 indoor rinks, plus 11,000 outdoor rinks and "countless" backyard rinks.

By contrast, the United States has a combined 2,000.

New Brunswick is known worldwide for its outdoor hockey each winter at the World Pond Hockey Championship in Plaster Rock.

According to Environment Canada climatologist David Phillips, while winters are getting warmer everywhere, Atlantic Canada has seen little change in its "ice-making index."

"There's a little bit of folklore that is very much true to New Brunswick," Phillips said. "As the days lengthen - meaning more daylight after the first day of winter - the cold strengthens."

From the 1940s to the present, the prairie provinces have seen their average temperature increase by 3.2 C. In southern Ontario, the global warming effect has added 1.3 C to the average temperature.

In Atlantic Canada, the difference - seven decades later - is just 0.5 C.

"The thinking is that the melting of the ice in the North is keeping the Atlantic waters cooler than it would be," Phillips said. "It's slowing the warming down."

In the past decade, Moncton averaged 72 days when the temperature stayed below the freezing mark, down from 80 days in the 1950s and '60s, according to Phillips. Go a little bit farther north and that ice making index climbs to 74 days in Miramichi, down from 83 days five decades ago.

"If warming continues the way we think it will, you won't be raising Bobby Orrs or Wayne Gretzkys in the backyard," Phillips said. "But it will be something that is there for a little while longer.

"There's still time."

Across town from the Morimanno rink is Adam Wilson's ice sheet, which began when a low-lying part of his yard pooled with water.

"I had a drain pipe put in to drain the water out of that area when I realized, 'Hey, this is a perfect spot for a rink,'" Wilson said. "So I plugged the pipe and had more water than I wanted."

The rink naturally floods from the rain in the fall.

"And then I just perfect it with the garden hose," he said.

Wilson has collected wood pallets from across the city to construct boards that enclose the perimeter of the rink, which is indisputably the largest backyard ice surface in the city. It measures 105 feet by 50 feet. An NHL-calibre rink measures 200 feet by 85 feet.

"We always flood with hot water, and that might seem like a crazy approach with a surface as large as mine, but we actually use a lot less water that way," Wilson said, adding that the hot water melts away imperfections in the ice quickly and freezes as smooth as glass.

"But I have come in on a few cold nights nearly frozen to death and with no hot water left to get a warm shower."

Over the past six years, Wilson has added three spotlights, nets above the boards at each end to keep the puck in play, and a warming room beside the ice for breaks.

"The whole family gets out there and the whole neighbourhood can enjoy it," Wilson said, adding both his son and daughter enjoy the ice. "That being said, the time we spend using it is far less than the time we spend maintaining it.

"Some people probably think we're crazy, but it's worth it. I do it for the joy of my kids."

Chris Kane, a backyard rink maker in Beresford, north of Bathurst, N.B., started an online blog to share his rink-building strategy, complete with weather charts and commentary from season to season.

A quote on Kane's blog states: "Pond hockey: Short of getting Gordon Lightfoot to write a song about Stompin' Tom Connors singing a song about Anne Murray, you just can't get any more Canadian."

Said Kane, who has been making ice in the backyard since 2005 for his son and two daughters: "You're out there in the freezing cold pouring water, you think about your experiences, and I thought it would be fun to put that out there."

"It was my father's idea to make the rink.

"I grew up outside of Saint John in Titusville and my father built a rink for me and my brother every year, so one year he said that I should build a rink of my own and that started it."

For Don Belliveau of Dieppe, N.B., it's the end of an era.

"My kids are older, so I have retired this year," he said. "I haven't given the boards away or anything like that yet, but I have been doing it for 18 years so it's hard not to do it."

Belliveau is a past winner of the Quebec Major Junior Hockey League Moncton Wildcats' rink-building competition for an ice surface complete with painted blue lines, goaltender creases and centre ice faceoff dot.

A lucky loonie was also always buried at centre ice following an Edmonton icemaker who began the Canadian tradition at the 2002 Winter Olympics in Salt Lake City.

"It was always just the thrill of having your own rink to skate on whenever you wanted," Belliveau said. "You pray for the weather to hold up so the kids can have a nice long season."

Back in Fredericton, Morimanno's 20-by-20-foot construct has grown to 44-by-21 in the past few years.

"It's a good size rink," Morimanno said. "The only issue is that if we do play a game we use the soft rubber puck.

"I have a picture window and one year I did rifle a shot that was about a foot below the window and my wife saw me shoot it. So now we use the soft rubber puck."

He has four spotlights on the rink for flooding the ice when the kids are in bed.

"I guess I'm a bit fanatical," Morimanno said. "But it's for the kids, so it's worth every hour put in."

Rose Parade float may set a record

It's as long as a tennis court, weighs as much as 10 African elephants and carries a tropical paradise where seven dogs surfboard on 65-foot-long waves.

And when the "Surf's Up" float travels Monday along Colorado Boulevard in Pasadena, it is expected to break world records as both the longest and the heaviest float in Tournament of Roses Parade history.

"Nothing like it has ever been done before," said Joey Herrick, founder and president of Dick Van Patten's Natural Balance Pet Foods, which is sponsoring the float. "It's a monstrosity."

Just shy of 120 feet, "Surf's Up" is about three times longer than the typical float and seven feet longer than the record-setting float Natural Balance sponsored in 2010.

And on Friday, when the California Highway Patrol brings its commercial scales to the Irwindale warehouse where the float is being assembled, designers expect its official weight will top 100,000 pounds. That's about 8 tons more than the record set by last year's Natural Balance entry and would earn the company another listing in Guinness World Records.

Like the previous Natural Balance floats that featured company mascot Tillman the bulldog on a skateboard, a snowboard and jumping off a dock into a pool, Herrick got the idea for "Surf's Up" while commuting.

Herrick wanted Tillman and his canine companions to really surf - to give spectators an eye-popping experience and, perhaps, break the world records.

He

took his vision to Tim Estes, president of renowned Fiesta Parade Floats.

Estes loved Herrick's idea, but conceded the logistics of the design initially gave him "a moment's pause." Because floats are built on a single chassis, the extra weight and length of "Surf's Up" will make it even more difficult for the float's pilot to navigate turns on the 12-mile trek from Irwindale to Pasadena. Using the experience of nearly 35 years of float-making, Estes created an engineering marvel.

Tillman and six other specially trained dogs will be placed on surfboards for the one-minute ride down the Plexiglass-lined wave channel.

"It's a year's timeframe come to life," said Estes.

GOP's Santorum fighting to contend in leadoff Iowa (AP)

MASON CITY, Iowa ? Rick Santorum isn't going down without a fight. In fact, that fight might be lifting him up.

The Republican presidential candidate who may have logged more miles than any other rival is more likely these days to be grinding it out on the campaign trail than trumpeting the buzz he's stirring among Iowa's conservative voters heading into the Jan. 3 presidential caucuses.

"We've got momentum," Santorum, a long-overlooked candidate in the GOP race told breakfast diners Wednesday in Independence. He sounded a similar note at a campaign stop Tuesday in Mason City.

But there are hurdles. His cash-strapped campaign has only just started running TV ads, and his organization is small in a state whose contests rely on the ability of campaigns to turn out a slew of supporters.

Still, there's evidence that Iowa Republicans, many of whom are still undecided and looking for a conservative candidate, may be starting to give the former Pennsylvania senator a look at just the right time.

"Rick Santorum could be a real surprise," said former Dallas County GOP Chairman Rob Taylor.

In recent days, Santorum's crowds have started growing as he rallies conservatives with a pit bull's pugnaciousness, and just a touch of anger. He began airing a new radio ad Wednesday that, while less obvious than a television spot, can be effective in reaching niche conservatives in rural Iowa.

He has earned the support of a number of key backers of former Arkansas Gov. Mike Huckabee, who won the 2008 Republican caucuses. They include former gubernatorial candidate Bob Vander Plaats, conservative Sioux City radio host Sam Clovis and some influential evangelical pastors.

He landed the endorsement Tuesday of evangelical conservative activists Alex and Brett Harris, founders of Huck's Army, a national group that supported Huckabee's 2008 campaign. On Wednesday, Steve Sukup, a conservative business leader and former state legislator, announced he was supporting Santorum.

"He's the only candidate in this race I trust," said Chuck Laudner, a veteran Iowa GOP operative who introduced Santorum to more than 100 party activists on Santorum's fourth trip to Mason City. "And he's a fighter."

As if to prove the point, Santorum launched into a speech filled with pokes at the national media and his rivals. For 90 minutes, he tore into President Barack Obama, Hollywood and moderate Republicans ? and, by implication, rival Mitt Romney.

While Santorum's profile in Congress as a social-issues crusader bought him entree with influential evangelical conservatives in Iowa, it's his unhesitating attack on liberals that seems to be fueling his rise in internal polls by rival campaigns.

"Let's look at colleges and universities," Santorum said in the ballroom of the restored Frank Lloyd Wright Park Inn Hotel on Mason City's town square. "They've become indoctrination centers for the left. Should we be subsidizing that?"

Santorum tossed out Harvard University's motto, "Veritas," Latin for truth. "They haven't seen truth at Harvard in 100 years."

Santorum refers to Obama as a "radical." Just as easily, though, he calls his own party's leaders "the good old guys you can count on to sell out in the end."

Even in entertaining questions from voters, he is frank and at times pointed.

"No, you're missing my point," he told Mason City Republican Julia Jones, a retired factory worker, as he tried to explain Social Security.

Jones, who walked into the event weighing Santorum and Texas Gov. Rick Perry, liked what she heard ? and decided to support Santorum.

"He doesn't soften the edges, but he doesn't talk down to you either," Jones said. "He's just in-depth."

Iowa voters hold sway over how president is chosen (AP)

DES MOINES, Iowa ? All across Iowa next Tuesday, tens of thousands of Republican voters will travel through a chilly Midwestern night to the warmth of a local church or gymnasium for caucus meetings to select presidential candidates, the first voting in the 2012 election campaign.

These Midwestern, mostly white voters hardly resemble America as a whole, and their voting system puzzles most people. Yet Iowa holds substantial sway over how the nation chooses the president.

"Iowa will choose the next president of the United States in their early caucuses," Republican hopeful Michele Bachmann said recently. "This is the cannon shot."

The caucuses ? essentially community meetings ? have served as a launching pad to the nomination, and often to the White House, for the past 40 years, though they've been around since the 1840s. Candidates tend to lavish attention on Iowa, hoping that a good showing will give them a burst of publicity to improve their chances in New Hampshire, which votes Jan. 10, and in other early voting states.

It's this contest that helped propel Republican George W. Bush and Democrat Al Gore to their parties' nominations in 2000. It also helped Democrat John Kerry become Bush's challenger in 2004. And the caucuses gave Democrat Barack Obama his first win in 2008, though Mike Huckabee won on the Republican side, not the eventual GOP nominee, John McCain.

The caucus process seems arcane and mysterious, even to people in Iowa. That is in part because most people don't even participate. About 359,000 people ? 17 percent of registered voters in Iowa ? showed up for Democratic and Republican caucuses in 2008. Turnout will certainly be lower this year, since Obama is unopposed. And the GOP turnout may not exceed the record-setting 120,000 attendees that the party's contest saw four years ago.

Caucuses are held in all of the state's 1,774 voting precincts, some in remote spots where only a handful of voters gather, others in big community centers or schools that host several precincts under one roof. In all, Republicans will gather in about 800 locations.

This relatively small number of voters, and their overwhelmingly white makeup, routinely bring Iowa's caucuses under attack by outsiders who want more clout for their own states. Only 5 percent of Iowa's electorate is Hispanic and only 3 percent is black, compared with a national electorate that is 16 percent Hispanic and 12 percent black.

For their part, Iowans jealously guard their first-in-the-nation nominating contests.

While both parties in Iowa use the caucus system to choose candidates, Republicans and Democrats go about things differently.

For the GOP, the caucuses are simply a straw poll, meaning the results are not binding. While Democrats use the caucuses to choose delegates who are expected to support their favored candidate, Republicans handle that later at county and district conventions.

After electing a temporary chair to run the meeting and a secretary to record the proceedings, any Republican who chooses can briefly speak in favor of a candidate. Ballots are then passed out and participants mark their choices in private. Those ballots are quickly counted and the results called into party headquarters, where they are posted online as they are received.

Any Republican voter can participate, including those who register when they arrive at the event. People too young to vote can also take part if they will be 18 by the general election.

Democrats, when there are multiple candidates, take a more convoluted approach.

Democrats break into preference groups at their caucuses, publicly declaring which candidate they favor. Candidates must get support from 15 percent of those attending the caucus in order to receive votes. Once they break into those groups, activists try to attract those whose candidates have fallen short of the 15 percent threshold.

After the results are reported to party headquarters, the numbers are run through a formula that changes the value of votes based on a county-by-county analysis of Democratic performance in the last gubernatorial and presidential elections.

"The Republican caucuses and Democratic caucuses are two different beasts," said Democratic strategist Phil Roeder. "In the big picture, it makes for a very different result."

Democratic strategist Jerry Crawford put it another way: "Democrats always like to make things more difficult."

Although the Republicans have a simpler system, caucuses by both parties require more time and greater participation than in a primary election.

Activists said that level of commitment means that for a candidate to be successful, he or she must make connections with voters, then build an organization that can get them to their precinct gatherings.

"People still expect to see the candidates in person," said Steve Scheffler, who heads the influential Iowa Faith and Freedom Coalition. "The candidates who have spent the most time here will benefit."

Heavy artillery should be removed from the Line of Control (LoC) in Jammu and Kashmir, Pakistan has suggested to India during the two-day talks being held in Islamabad on conventional and nuclear confidence building measures (CBMs), a media report said Tuesday.

After a gap of four years, Pakistan and India Monday held talks on conventional CBMs, while discussions on nuclear CBMs were held Tuesday.

The talks are the first formal engagement since Pakistani Prime Minister Yousuf Raza Gilani met his Indian counterpart Manmohan Singh in the Maldives at the SAARC summit meeting early in November.

The Wall Street Journal reported that Pakistan made the proposal on removing heavy artillery Monday.

Islamabad suggested that artillery of greater than 120 mm be moved 30 km from the LoC. The LoC divides Jammu and Kashmir between India and Pakistan.

The expert-level meeting on nuclear and conventional CBMs is being held after a gap of four years.

Y.K. Sinha, joint secretary in charge of Pakistan desk in India's external affairs ministry, is leading the Indian side at the talks on conventional CBMs. The talks on nuclear CBMs were led by Venkatesh Verma, joint secretary in charge of disarmament in India's external affairs ministry.

Munawar Saeed Bhatti, additional secretary in Pakistan's ministry of foreign affairs, heads the Pakistan delegation for both expert groups.

Pakistan and India resumed in February early this year their dialogue process that was stalled after the Nov 26, 2008 Mumbai terror attack perpetrated by Pakistani terrorists.

Iran navy starts 10-day wargame in Strait of Hormuz (Reuters)

TEHRAN (Reuters) ? Iran began 10 days of naval exercises in the Strait of Hormuz on Saturday, raising concern about a possible closure of the world's most strategic oil transit channel in the event of any outbreak of military conflict between Tehran and the West.

The military drill, dubbed "Velayat-e 90," comes as the tension between the West and Iran is escalating over the Islamic state's nuclear program.

Some analysts and diplomats believe the Islamic Republic could try to block the strait in the event of any war with the West over suspicions it is seeking atom bombs. Iran's arch-foes Israel and the United States have not ruled out military action if diplomacy and sanctions fail to rein in Iran's nuclear work.

Iran says it wants nuclear energy only for peaceful ends.

"The enforcement of the decision to close of the Strait of Hormuz is certainly within Iran's armed forces' capability, but such a decision should be made by the country's top authorities," Iranian Navy commander Habibollah Sayyari was quoted as saying by the semi-official ILNA labor news agency.

Iran has said in the past that it would respond to any attack by targeting U.S. interests in the region and Israel, as well as closing the strait, the only access channel for eight U.S.-aligned, Gulf Arab states to foreign markets.

Iranian authorities have given no indication the strait will be closed during the exercise, and it has not been shut during previous drills.

"Displaying Iran's defensive and deterrent power as well as relaying a message of peace and friendship in the Strait of Hormuz and the free waters are the main objectives of the drill," Sayyari said.

"It will also display the country's power to control the region as well as testing new missiles, torpedoes and weapons."

"Velayat" is a Persian word for "supremacy" and it is currently used as a title of deference for the Supreme Leader Ayatollah Ali Khamenei.

The United States, Britain and Canada announced new measures against Iran's energy and financial sectors last month and the European Union is considering a ban - already in place in the United States - on imports of Iranian oil.

Even though Obama hates to be compared with Mr. Spock, two of his top advisers, David Plouffe and Jim Messina, are so metric-minded they are more likely to exchange spreadsheets chocked with arcane data than pleasantries.

Outside the campaign, headline numbers ? useful but overly broad ? tend to dominate political chatter: presidential approval ratings, a candidate?s cash on hand, the top-line unemployment stats, personal likability ratings, measurements of voter optimism or pessimism.

All are useful, but Obama and his GOP foes are swimming in a sea of other data points that may provide a more telling view of Obama?s political prospects heading into a highly uncertain 2012 reelection campaign.

Italian bond yields. The European debt crisis, a slow-motion catastrophe with no predictable or palatable outcome, has the potential to sideswipe the U.S. economy in 2012, hijack the anemic recovery and sink Obama?s reelection chances.

Obama clearly recognizes this, and privately concedes the Eurozone is the biggest wildcard for him in 2012, even if he can?t do much about it. It must be an agonizing realization: After three years of fighting waves of recession ? and the GOP ? the administration must now cope with events they can?t really master and players they can?t control in Greece, Spain, France, Germany and Italy ? the teetering economy with the biggest ?boom? potential.

At the G-8 meeting in Cannes this fall, Obama?s staff was left to observe the machinations over the Greek debt deal from the sidelines (often watching CNN in a room adjacent to the press filing center). Treasury Secretary Tim Geithner and the State Department?s international finance chief Mike Froman have implored Europe to move quickly to erect a firewall to protect the world from contagion. European finance officials have reminded them that Lehman Bros. was an American firm, and told them to buzz off.

Instead, the EU has opted for a succession of incremental fixes that have left bond rates, especially Italy?s, within a few basis points of the dreaded 7-percent range that could lead to a cataclysmic default and a spillover crisis in the U.S. economy. That?s why officials in the West Wing now pay nearly as much attention to Eurozone bond spreads as Central Time Zone poll numbers.

The Nov. 2, 2012 federal employment report. Just four days before Election Day, the Labor department will give its intensely watched monthly readout of jobs created or lost.

White House officials ? who have been riding an unexpected wave of positive job growth over the past two months, with the national unemployment rate now at a two-year low of 8.6 percent ? are fond of saying they don?t read too much into any one report.

Good luck with that next year. Obviously, employment trends (slow growth, economists predict) are impossible to predict and the long-term pattern will be well-established by next November. But a report released that close to the election is likely to be watched especially closely ? and any major up-or-down shift could impact the race is tight as everyone thinks it will be.

Injured Bryant banks on playing in season opener (Reuters)

(Reuters) ? Kobe Bryant plans to play in the Los Angeles Lakers' season opener against the Chicago Bulls on Sunday despite a torn ligament in his right wrist.

Bryant suffered the injury during a pre-season game against the Los Angeles Clippers on Monday and was initially considered "day-to-day" by the Lakers.

While the two-times NBA Finals MVP was left out of Wednesday's game against the Clippers, he played a full role in team practice on Friday at their El Segundo training facility.

"It's just getting used to it," Bryant told reporters. "I've just really ignored it. You've just got to go out there and play your game, just not think about it as much. I try to block it out.

"It's always been in my nature to try to figure out a way to play. I've still got a couple of days before the game."

The 33-year-old conceded he had made a few adjustments to his ball handling and shooting, adding that he would probably shoot right-handed on Sunday.

"It depends on the severity of it," said Bryant, who has guided the Lakers to five championships.

"The fingers are a little bit more complicated because that's the last point of contact with the ball. But I've dealt with so many hand injuries I should be all right."

Much is new about the Lakers this season with Mike Brown replacing the retired Phil Jackson as coach and disgruntled forward Lamar Odom, the league's best bench player last season, having been traded to NBA champions Dallas.

The Lakers will also be without Andrew Bynum for their first four games while the seven-foot center serves a suspension imposed on him at the end of last season.

"We are working hard and we are getting things down in terms of what he (Brown) wants to see from us defensively execution-wise," Bryant said.

"He's very particular about that kind of stuff. It's a work in progress for it to become a habit but we are getting there."

LONDON - For the first time in the long history of English soccer, a player is being prosecuted over words spoken on the field.

Prosecutors said Wednesday that John Terry, one of the country's best-known athletes, racially abused an opponent during an October match. Though the potential penalty ? a $4,000 fine ? is relatively small, the case throws soccer's decades-long struggle with racism onto a high-profile stage with deep ramifications for both the sport and Terry, who captains Chelsea and the English national team.

England has largely eradicated the abuse against black players that blighted the game here in the 1970s and '80s, but recent incidents have raised questions about how far the Premier League has to go. On Tuesday, Liverpool striker Luis Suarez received an eight-match ban and 40,000-pound ($62,000) fine from England's Football Association for racially abusing a Manchester United player during another match in October.

The sport's international governing body has a mixed record on the issue. FIFA has launched anti-racism campaigns but its president, Sepp Blatter, set off a wave of outrage last month by claiming that racist abuse does not exist on the soccer field and suggesting that any incidents could be settled by a handshake at the end of a match.

Prosecutors decided on Wednesday to charge Terry after studying video of him apparently hurling abuse at Queens Park Rangers defender Anton Ferdinand toward the end of the Oct. 23 match, which was broadcast around the world. The video appears to show him yelling two obscenities and the word "black."

Prosecutors declared that Terry had committed a "racially aggravated public order offense."

Terry denies wrongdoing, though he doesn't deny saying the words after a verbal clash with Ferdinand. He said the words were taken out of context because he was repeating an accusation he felt had wrongly been made against him.

"I have never aimed a racist remark at anyone and count people from all races and creeds among my closest friends," Terry said. "I will fight tooth and nail to prove my innocence."

Ferdinand has not commented directly on the case, and the Football Association has yet to issue a ruling, saying it will wait for the police investigation to be completed. Police and prosecutors became involved after a member of the public made a complaint against the defender, having seen footage of his comments.

"After careful consideration of all the evidence I am satisfied there is sufficient evidence for a realistic prospect of conviction and it is in the public interest to prosecute this case," Alison Saunders, the chief crown prosecutor for London, said in a statement.

Terry will have to appear at West London Magistrates' Court on Feb. 1 in a case that could threaten both his public image ? worth millions in endorsements ? and his international career.

If he is found guilty, it will be difficult for him to represent England at next summer's European Championship ? especially since he often partners with Ferdinand's brother Rio in central defense. Terry already lost the England captaincy once, ahead of the 2010 World Cup, after being embroiled in a sex scandal, but he regained the armband this year.

Anti-racism campaigners are hailing prosecutors' announcement and the FA's punishment of Suarez as evidence that new weapons are being deployed against racism in soccer.

"It's a very important point in the history of campaigning against racism in football," said Herman Ouseley, chairman of the group Kick It Out. "People who are very cynical ? and a lot of black footballers have been right up until I think yesterday ? think it's a waste of time because the campaign hasn't stopped these things from happening. It goes on, it's quiet, it's subtle and nothing ever gets done.

"It's quite important that (players) now feel a bit more confident that, although it has taken a while, due process with decisive action could well make a change."

Suarez was found by an independent FA panel to have directed racist abuse at Manchester United defender Patrice Evra, who is black. However, unlike the Terry case, Suarez's abuse was not caught on camera and there has been no complaint to the police to trigger a criminal investigation.

Liverpool players issued a statement Wednesday saying they were "shocked and angered" by Suarez's punishment, and that they support their Uruguayan teammate. "We know he is not racist," they said.

England is far from alone in European soccer in having to combat discrimination. Most high-profile cases have involved abusive chants by fans against players, but there have been several on-field incidents as well.

The French soccer league has opened an inquiry after claims from Morocco midfielder Kamel Chafni that an assistant referee racially insulted him during Auxerre's 1-0 defeat at Brest on Saturday.

Bulgaria's national federation was fined ?40,000 (about $52,000) by UEFA after its fans directed racist abuse at England players during a Euro 2012 qualifying match in September.

But Luis Aragones held onto his job as Spain coach in 2005 after making racist remarks about French striker Thierry Henry, landing a fine of just ?3,000 ($3,900).

"I think the problem has never gone away ? it's just become more subtle and less obvious," said Ouseley, a member of the House of Lords. "I think there is an awareness that more has to be done."

Ouseley pointed out that Poland and Ukraine, the co-hosts of Euro 2012, have also had problems with racism in the past, and that next summer's tournament will be a good indicator of whether they and other countries are taking the matter seriously.

"We know from the reports we've had back (that) there are going to be problems there," Ouseley said. "They will make the right noises but will they do they right thing? Will they stop abuse?"

Its first LTE device is the Huawei Boltz -- also known as the Huawei E397 in other parts of the world -- and can be bought for $150 with no contract. Eventually, Leap says, the lineup will be expanded to include smartphones and tablets. Now, let's talk pricing: two data plans of 5GB each are available, with $50 getting you download speeds of 3Mbps and $60 offering you 6Mbps. Granted, this is nothing compared to the ultra-fast speeds you see on Verizon and AT&T's LTE networks at the moment, but it's a start.

The Philadelphia Federation of Teachers said Thursday that the Philadelphia School District will lay off 141 of its members who are in support staff roles and force another 112 of its members to transfer to fill some of the resulting vacancies.

The union said in a statement on its website that it will ?use every tool at [its] disposal to fight the layoffs.? The cuts take effect Dec. 31 and include nurses, library assistants and ?other school employees who support not only students, but assist teachers, staff and families,? PFT President Jerry Jordan said.

A school district representative could not be reached for comment.

U.N. sanctions lifted on Libya's central bank (Reuters)

UNITED NATIONS (Reuters) ? The U.N. Security Council lifted sanctions on Libya's central bank and a subsidiary on Friday, clearing the way for tens of billions of dollars they hold overseas to be unfrozen to ease an acute cash crisis.

The Central Bank of Libya and the Libyan Foreign Bank (LFB), an offshore institution wholly owned by the central bank, were taken off the council's sanctions list drawn up earlier this year amid civil war in the Arab state.

After a rebellion broke out in February against leader Muammar Gaddafi, the Security Council froze Libyan assets abroad, estimated at $150 billion. Most of that sum has remained beyond the reach of the oil-rich country's new rulers.

Gaddafi's 42-year rule collapsed when his forces fled Tripoli in August, and the last of the fighting in Libya ended in October when he was captured and killed by rebels.

Yet by late November only about $18 billion in seized assets had been released by special provisions of the Security Council's Libya sanctions committee, and diplomats said only about $3 billion of that had been made available to Tripoli.

A U.N. resolution in September eased sanctions on Libya, removing them from the national oil company but leaving them largely in place on the central bank and LFB, partly due to legal problems over unfreezing their foreign assets.

Last week, senior figures in Libya's new leadership wrote to the committee asking it to delist the two banks, which had been sanctioned along with two Libyan investment authorities.

The move was "essential for the economic stability of Libya; for confidence in the banking sector; for the smooth execution and settlement of both domestic and international banking transactions; and to underpin the social and microeconomic stability of the new Libya," the letter said.

Frustration at the delay in releasing the assets has been growing inside Libya, where the interim government says it urgently needs the cash to pay the wages of public sector workers and to start re-building state institutions.

NO OBJECTIONS

The freezing of Libyan assets was part of a package of sanctions by the 15-nation council intended to put pressure on Gaddafi's government to stop attacking civilian protesters.

Shortly after the Security Council's move on Friday, the White House said the United States was unfreezing most Libyan government and central bank funds within its jurisdiction.

"These measures ... will help the new government oversee the country's transition and reconstruction in a responsible manner," a statement said. But it said assets held by Gaddafi's family and members of his former government remained frozen.

The U.S. Treasury Department then said it had unblocked more than $30 billion in Libyan government assets.

The U.N. sanctions were lifted automatically under a procedure invoked by committee chairman Ambassador Jose Filipe Moraes Cabral of Portugal, who told council members a week ago the measures would end unless there were objections by 5 p.m. New York time (10 p.m. British time) on December 16. Diplomats said no objections were received.

Libya can generate substantial revenues from oil exports, but these were halted by the conflict and are taking time to restore, leaving a hole in government finances.

The reason most assets were not unfrozen earlier was uncertainty over who legally owned them and concerns that in some cases it could be Gaddafi's family or aides, diplomats said.

They said the delisting of the two banks did not necessarily mean all frozen assets would be instantly available to Tripoli as foreign institutions holding them might seek formal authorization from governments.

British Foreign Secretary William Hague said Libya's government "will now have full access to the significant funds needed to help rebuild the country, to underpin stability and to ensure that Libyans can make the transactions that are essential to everyday life."

But he said in a statement the European Union would need to pass a regulation required to release about 6.5 billion pounds ($10 billion) frozen in Britain.

Americans losing addiction to "CrackBerrys" (Reuters)

SAN FRANCISCO/NEW YORK (Reuters) ? To understand what ails BlackBerry maker Research In Motion Ltd in the U.S. market, just ask eBay Inc Chief Executive John Donahoe.

The world's biggest online auction site had about a hundred engineers developing new iterations of eBay's shopping app for Apple Inc's iPhone a few months ago, and another hundred engineers working on Google Inc's Android mobile platform.

EBay even had 50 people developing apps for Microsoft's Windows phones, but the e-commerce giant only had "one or two" working on RIM's BlackBerry, according to Donahoe.

"I still use the BlackBerry, but it's not the most developer-friendly platform," he told a group of chief technology officers at an event at Stanford University in June, when the subject of RIM came up.

By early November, it seemed Donahoe wasn't even using his BlackBerry much any more. When he met with reporters to talk about plans for the holiday shopping season, the CEO whipped out his iPhone to show how eBay's apps ran on the device. When Reuters asked Donahue about his BlackBerry, he said he still had it but didn't bother to bring it into the room.

Such stories are commonly found among RIM's once-loyal corporate and consumer customers, who are deserting the Canadian company after it has struggled to keep up with competitors' innovations.

RIM on Thursday posted a sharply lower quarterly profit, offered a dismal forecast for BlackBerry shipments this holiday season, and delayed the arrival of new phones using a make-or-break operating system in development, QNX.

"It's frustrating because I haven't heard anything good from them in a long time," said long-time BlackBerry user Kevin Nichols, the head of KLN Consulting Group, who was looking at Android and Windows phones at a Sprint Nextel Corp store in downtown San Francisco on Friday.

"They need to come out with new products soon, otherwise it looks like RIM may become the next Palm," he said, in reference to the collapse of the smartphone pioneer Palm Inc. Nichols ignored the latest BlackBerry Torch in a display case nearby, saying the device wasn't "new enough" for him to upgrade.

Even on Wall Street, where users once joked about their addiction to their "crackberries," loyalty is waning.

"The QNX delay is a concern," said Rob Romero, head of hedge fund firm Connective Capital. "Consumers like new products and vendors want something new to sell in their stores."

The chief technology officer of a Connecticut-based hedge fund said that when a top hedge fund manager wants to use an iPhone instead of a BlackBerry they can now switch, even though he prefers RIM security. "When they say I want an iPhone or an iPad configured, they get it," said the CTO, who declined to be identified.

RIM shares fell 11 percent on Nasdaq on Friday and hit their lowest level in nearly eight years.

SECURITY FEATURES

Research firm Strategy Analytics forecast RIM's share of the U.S. smartphone market to fall to 12 percent this year, a sharp drop from 2007, when RIM had a 44 percent share. By comparison, Apple, which just started selling smartphones in 2007, is expected to grab a 24 percent U.S. market share this year.

To be sure, BlackBerry still has its defenders. Robert Laikin, CEO of cellphone distributor Brightpoint, said that RIM represents between 5 percent to 10 percent of the 110 million phones his company handles globally every year.

"I still have a BlackBerry. When I talk to my friends who are business professionals, most of them still have a BlackBerry. Some of them have bought an additional device too," he told Reuters.

"All manufacturers I've worked with in the last 25 years have product delays. What RIM is going through isn't different," he said. "I believe RIM will survive because their product is very sticky."

There are still many companies who prefer their employees use BlackBerrys because they feel that RIM offers the best security features to protect corporate data. But these enterprise customers are shrinking, analysts said.

Gary Curtis, chief technology strategist at global technology consulting giant Accenture, pointed to improvements in security from Apple and Google mobile software in recent years.

"Choice and leveling of the playing field is the fundamental enabling factor for companies being able to say to employees, use the device you like," he said. "It's not a headlong rush ... but they're opening the door to more devices and people make their own choices."

Interviews with other consumers at phone stores on Friday illustrated why the former bastion of corporate smart phones faces tough competition.

"I'm a BlackBerry user but my company makes me use it," said a shopper called John who was playing with a BlackBerry Torch at an AT&T store in San Francisco. He declined to give his last name.

"Anyone who is anyone at my company has an iPhone, but they make us use BlackBerry still," he added. "I think I might break mine and buy an iPhone. The touch screen on this Torch works pretty well, but the iPhone is just easier to use."

A Sprint store manager said BlackBerry phones would sell better if they had more apps. But some app developers aren't interested in the BlackBerry platform, partly because the technology is difficult to work with.

"Of the companies that pitch to us, I can't think of any that are starting out by developing an app for the BlackBerry," said Theresia Gouw Ranzetta of venture capital firm Accel Partners, which invests in mobile app developers.

Hotel Tonight, a start-up backed by Accel's Ranzetta, has developed apps for the iPhone, Android phones and an HTML5 version for its last-minute hotel booking service.

"Will they make a dedicated BlackBerry app? Not on the roadmap," she said.

Supreme Court to judge on patents for treating disease

THE long arm of the law may soon reach your doctor's office. In a case before the US Supreme Court, a drug company is fighting for a patent that could hold medical knowledge hostage.

Prometheus Laboratories in San Diego, California, holds a patent on guidelines for treating gastrointestinal diseases. It is battling the Mayo Clinic in Minnesota over claims that the clinic's methods of treating these diseases conflict with its patent, which covers dosage adjustments that tell doctors how much medicine should be prescribed based on metabolites in the body.

Although discoveries can be patented in the US, this claim over natural body processes goes too far, according to a statement by a group of organisations including the American Medical Association in support of the Mayo Clinic. "Long before the patentee drafted his claims, physicians treating autoimmune disorders... recognized the relationship between metabolite levels and therapeutic efficacy of the drugs," they write.

AP-GfK Poll: More than half say Obama should lose (AP)

WASHINGTON ? Entering 2012, President Barack Obama's re-election prospects are essentially a 50-50 proposition, with a majority saying the president deserves to be voted out of office despite concerns about the Republican alternatives, according to a new Associated Press-GfK poll.

Obama's overall poll numbers suggest he could be in jeopardy of losing re-election even as the public's outlook on the economy appears to be improving, the AP-GfK poll found. For the first time since spring, more said the economy got better in the past month than said it got worse. The president's approval rating on unemployment shifted upward ? from 40 percent in October to 45 percent in the latest poll ? as the jobless rate fell to 8.6 percent last month, its lowest level since March 2009.

But Obama's approval rating on his handling of the economy overall remains stagnant: 39 percent approve and 60 percent disapprove.

Heading into his re-election campaign, the president faces a conflicted public that does not support his steering of the economy, the most dominant issue for Americans, or his reforms to health care, one of his signature accomplishments, yet are grappling with whether to replace him with Republican contenders Mitt Romney or Newt Gingrich.

The poll found an even divide on whether Americans expect Obama to be re-elected next year.

For the first time, the poll found that a majority of adults, 52 percent, said Obama should be voted out of office while 43 percent said he deserves another term. The numbers mark a reversal since last May, when 53 percent said Obama should be re-elected while 43 percent said he didn't deserve four more years.

Obama's overall job approval stands at a new low: 44 percent approve while 54 percent disapprove. The president's standing among independents is worse: 38 percent approve while 59 percent disapprove. Among Democrats, the president holds steady with an approval rating of 78 percent while only 12 percent of Republicans approve of the job he's doing.

"I think he's doing the best he can. The problem is the Congress won't help at all," said Rosario Navarro, a Democrat and a 44-year-old truck driver from Fresno, Calif., who voted for Obama in 2008 and intends to support him again.

Robin Dein, a 54-year-old homemaker from Villanova, Pa., who is an independent, said she supported Republican John McCain in 2008 and has not been impressed with Obama's economic policies. She intends to support Romney if he wins the GOP nomination.

"(Obama) spent the first part of his presidency blaming Bush for everything, not that he was innocent, and now his way of solving anything is by spending more money," she said.

Despite the soft level of support, many are uncertain whether a Republican president would be a better choice. Asked whom they would support next November, 47 percent of adults favored Obama compared with 46 percent for Romney, a former Massachusetts governor. Against Gingrich, the president holds a solid advantage, receiving 51 percent compared with 42 percent for the former House speaker.

The potential matchups paint a better picture for the president among independents. Obama receives 45 percent of non-aligned adults compared with 41 percent for Romney. Against Gingrich, Obama holds a wide lead among independents, with 54 percent supporting the president and 31 percent backing the former Georgia congressman.

Another piece of good news for Obama: people generally like him personally. Obama's personal favorability rating held steady at 53 percent, with 46 percent viewing him unfavorably. About three-quarters called him likeable.

The economy remains a source of pessimism, though the poll suggests the first positive movement in public opinion on the economy in months. One in five said the economy improved in the last month, double the share saying so in October. Still most expect it to stay the same or get worse.

"I suppose you could make some sort of argument that it's getting better, but I'm not sure I even see that," said independent voter John Bailey, a 61-year-old education consultant from East Jordan, Mich. "I think it's bad and it's gotten worse under (Obama's) policies. At best, it's going to stay bad."

Despite the high rate of joblessness, the poll found some optimism on the economy. Although 80 percent described the economy as "poor," respondents describing it "very poor" fell from 43 percent in October to 34 percent in the latest poll, the lowest since May. Twenty percent said the economy got better in the past month while 37 percent said they expected the economy to improve next year.

Yet plenty of warning signs remain for Obama. Only 26 percent said the United States is headed in the right direction while 70 percent said the country was moving in the wrong direction.

The president won a substantial number of women voters in 2008 yet there does not appear to be a significant tilt toward Obama among women now. The poll found 44 percent of women say Obama deserves a second term, down from 51 percent in October, while 43 percent of men say the president should be re-elected.

About two-thirds of white voters without college degrees say Obama should be a one-term president, while 33 percent of those voters say he should get another four years. Among white voters with a college degree, 57 percent said Obama should be voted out of office.

The poll found unpopularity for last year's health care reform bill, one of Obama's major accomplishments. About half of the respondents oppose the health care law and support for it dipped to 29 percent from 36 percent in June. Just 15 percent said the federal government should have the power to require all Americans to buy health insurance.

Even among Democrats, the health care law has tepid support. Fifty percent of Democrats supported the health care law, compared with 59 percent of Democrats last June. Only about a quarter of independents back the law.

The president has taken a more populist tone in his handling of the economy, arguing that the wealthy should pay more in taxes to help pay for the extension of a payroll tax cut that would provide about $1,000 in tax cuts to a family earning about $50,000 a year. Among those with annual household incomes of $50,000 or less, Obama's approval rating on unemployment climbed to 53 percent, from 43 percent in October.

The Associated Press-GfK Poll was conducted December 8-12 2011 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cell phone interviews with 1,000 adults nationwide and has a margin of sampling error of plus or minus 4 percentage points.

Facebook iPhone App Updated to Fix Comments Bug

If you?re a heavy Facebook user on your iPhone, you?ve probably noticed every now and then that comments are displayed wrong. For instance, when you?ve just uploaded a new picture, sometimes Facebook displays comments on it that were received for other ones, mixing content up.

An update is now available in the Apple iTunes App Store that addresses the comment bug. The Facebook iPhone app has now reached version 4.0.3 and just about the only thing we noticed (and that?s listed in the changelog) is the fact that it ?fixes an issue that caused incorrect comments to be displayed for certain photos.?
