The speech Tuesday by Shell executive vice president Ian Craig at an oil and gas conference in Nigeria's capital Abuja renews long-running complaints by the multinational firm in Nigeria, where it remains the dominant oil company.
Craig also said that as much as 150,000 barrels of crude a day is being stolen by oil thieves in the Niger Delta despite an amnesty deal for militants there.
"The militancy which crippled onshore production from 2005 to 2009 has abated, but staggering levels of theft and criminality prevail," Craig said in remarks provided to The Associated Press by Shell.
Nigeria, an OPEC member, now pumps out about 2.4 million barrels of oil a day, making it Africa's biggest producer. Production dropped drastically during the militant attacks that targeted pipelines and saw foreign workers kidnapped. A 2009 government-sponsored amnesty program saw many fighters lay down their arms and the violence largely stop.
However, in place of attacks, thefts from pipelines grew drastically, Craig said. The thefts, known locally as bunkering, see thieves using hacksaws and drills to cut into pipelines, where they attach their own spigots to steal the crude. That crude later gets sold into the black market or cooked into crude gasoline or diesel at makeshift refineries that dot the Niger Delta, a maze of creeks and swamps about the size of Portugal.
On one pipeline recently depressurized, Shell found more than "50 bunkering points ... and associated industrial scale illegal refining with major environmental impacts," Craig said.
"The greatest challenge ... is the massive organized oil theft business and the criminality and corruption which it fosters," he said.
The bunkering likely continues because those in power in Nigeria personally benefit from the theft. A U.S. diplomatic cable leaked last year quoted a Nigerian official as saying that politicians, retired admirals and generals and the country's elite all took part.
Meanwhile, Craig said production remains low as the government provides "chronic underfunding" of projects through the state-run Nigerian National Petroleum Corp. That company partners with foreign oil firms working in the nation and remains embroiled in corruption allegations as it has a largely opaque budget. It has delayed payments for projects in the past.
Despite decades as an oil-producing country, Nigeria has a largely impoverished population ? especially in the delta, where pollution remains a huge problem. Anger over that has fueled the region's militancy which remains strong today.
Many activists blame Shell for indirectly fueling the government corruption while allowing the delta to remain polluted. Some environmentalists say as much as 550 million gallons (2.1 billion liters) of oil poured into the delta during Shell's roughly 50 years of production in Nigeria ? a rate roughly comparable to one Exxon Valdez disaster per year. In recent years, Shell has blamed much of the pollution on those stealing crude from its pipelines and militant attacks.
Craig's speech Tuesday did not mention the firm's oil spill at its offshore Bonga facility last year, the worst in Nigeria in more than a decade. That spill saw roughly 40,000 barrels of oil ? or 1.68 million gallons (6.36 million liters) ? pour into the Atlantic Ocean.

Ant colonies - one of nature's most ancient and efficient societies - are able to form a "collective memory" of their enemies, say scientists.
When one ant fights with an intruder from another colony it retains that enemy's odour: passing it on to the rest of the colony.
This enables any of its nest-mates to identify an ant from the offending colony.
The findings are reported in the journal Naturwissenschaften.
For many ant species, chemicals are key to functioning as a society. Insects identify their nest-mates by the specific "chemical signature" that coats the body of every member of that nest.
The insects are also able to sniff out any intruder that might be attempting to invade.
This study, carried out by a team from the University of Melbourne in Australia, set out to discover if ants were able to retain memories of the odours they encounter.
The researchers studied the tropical weaver ant (Oecophylla smaragdina), which builds is home in trees; one nest can contain up to 500,000 workers.
The team set up a "familiarisation test" to allow ants from one nest to encounter intruders from another.
Over a series of trials, they placed an ant from a "focal nest" into a tiny observation arena with an ant from another nest.
After 15 of these familiarising face-offs, the team set up a fake ant invasion.
They placed 20 worker ants from the now "familiar" nest on or near the focal nest.
"These intruders were typically attacked by the resident workers," the researchers reported in their paper.
Corporate wisdom
The ants defending their colony reacted much more aggressively towards intruders from a nest that a few of their workers had been familiarised with.
The team explained that "this increased aggression was... specifically targeted toward the 'familiar' colony, and persisted for at least 6 days" after the familiarisation trials.
Lead researcher Prof Mark Elgar explained to BBC Nature that all of the ants in the colony were able to draw on the experience of one worker.
He described this as collective or "corporate wisdom".
In human terms, he explained, "[imagine] you have had an unsavoury experience with a particular group of people with a distinguishing feature - perhaps they all wear the same coloured scarf of their football team.
"And you warned your colleagues to look out for people wearing that coloured scarf.
"One of the colleagues that heard you might subsequently tell another colleague who wasn't in the room when you made your comment.
"That colleague has acquired the information indirectly from the collective memory of you and your work colleagues.
"Change colleagues to ants, and scarf colour to odour and you've got our story."

A new study by University of Pennsylvania paleobotanist Hermann Pfefferkorn and colleagues presents a reconstruction of this fossilized forest, lending insight into the ecology and climate of its time.
Pfefferkorn, a professor in Penn's Department of Earth and Environmental Science, collaborated on the work with three Chinese colleagues: Jun Wang of the Chinese Academy of Sciences, Yi Zhang of Shenyang Normal University and Zhuo Feng of Yunnan University.
Their paper will be published next week in the Early Edition of the Proceedings of the National Academy of Sciences.
The study site, located near Wuda, China, is unique as it gives a snapshot of a moment in time. Because volcanic ash covered a large expanse of forest over the course of only a few days, the plants were preserved as they fell, in many cases in the exact locations where they grew.
"It's marvelously preserved," said Pfefferkorn. "We can stand there and find a branch with the leaves attached, and then we find the next branch and the next branch and the next branch. And then we find the stump from the same tree. That's really exciting." The researchers also found some smaller trees with leaves, branches, trunk and cones intact, preserved in their entirety.
Due to nearby coal mining activities unearthing large tracts of rock, the size of the researchers' study plots is also unusual. They were able to examine a total of 1,000 m2 of the ash layer in three different sites located near one anotheran area considered large enough to meaningfully characterize the local paleoecology.
The fact that the coal beds exist is a legacy of the ancient forests, which were peat-depositing tropical forests. The peat beds, pressurized over time, transformed into the coal deposits.
The scientists were able to date the ash layer to approximately 298 million years ago. That falls at the beginning of a geologic period called the Permian, during which Earth's continental plates were still moving toward each other to form the supercontinent Pangea. North America and Europe were fused together, and China existed as two smaller continents. All overlapped the equator and thus had tropical climates.
At that time, Earth's climate was comparable to what it is today, making it of interest to researchers like Pfefferkorn who look at ancient climate patterns to help understand contemporary climate variations.
In each of the three study sites, Pfefferkorn and collaborators counted and mapped the fossilized plants they encountered. In all, they identified six groups of trees. Tree ferns formed a lower canopy while much taller treesSigillaria and Cordaitessoared up to 80 feet above the ground. The researchers also found nearly complete specimens of a group of trees called Noeggerathiales. These extinct spore-bearing trees, relatives of ferns, had been identified from sites in North America and Europe, but appeared to be much more common in these Asian sites.
They also observed that the three sites were somewhat different from one another in plant composition. In one site, for example, Noeggerathiales were fairly uncommon, while they made up the dominant plant type in another site. The researchers worked with painter Ren Yugao to depict accurate reconstructions of all three sites.
"This is now the baseline," said Pfefferkorn. "Any other finds, which are normally much less complete, have to be evaluated based on what we determined here."
The findings are indeed "firsts" on many counts. "This is the first such forest reconstruction in Asia for any time interval, it's the first of a peat forest for this time interval and it's the first with Noeggerathiales as a dominant group," Pfefferkorn said.
Because the site captures just one moment in Earth's history, Pfefferkorn noted that it cannot alone explain how climate changes affected life on Earth. But it helps provide valuable context.
"It's like Pompeii: Pompeii gives us deep insight into Roman culture, but it doesn't say anything about Roman history in and of itself," said Pfefferkorn. "But on the other hand, it elucidates the time before and the time after. This finding is similar. It's a time capsule and therefore it allows us now to interpret what happened before or after much better."

That falls at the beginning of a geologic period called the Permian, during which Earth's continental plates were still moving toward each other to form the supercontinent Pangea. North America and Europe were fused together, and China existed as two smaller continents. All overlapped the equator and thus had tropical climates.
At that time, Earth's climate was comparable to what it is today, making it of interest to researchers like Pfefferkorn who look at ancient climate patterns to help understand contemporary climate variations.
In each of the three study sites, Pfefferkorn and collaborators counted and mapped the fossilized plants they encountered. In all, they identified six groups of trees. Tree ferns formed a lower canopy while much taller treesSigillaria and Cordaitessoared up to 80 feet above the ground. The researchers also found nearly complete specimens of a group of trees called Noeggerathiales. These extinct spore-bearing trees, relatives of ferns, had been identified from sites in North America and Europe, but appeared to be much more common in these Asian sites.
They also observed that the three sites were somewhat different from one another in plant composition. In one site, for example, Noeggerathiales were fairly uncommon, while they made up the dominant plant type in another site. The researchers worked with painter Ren Yugao to depict accurate reconstructions of all three sites.
"This is now the baseline," said Pfefferkorn. "Any other finds, which are normally much less complete, have to be evaluated based on what we determined here."
The findings are indeed "firsts" on many counts. "This is the first such forest reconstruction in Asia for any time interval, it's the first of a peat forest for this time interval and it's the first with Noeggerathiales as a dominant group," Pfefferkorn said.
Because the site captures just one moment in Earth's history, Pfefferkorn noted that it cannot alone explain how climate changes affected life on Earth. But it helps provide valuable context.
"It's like Pompeii: Pompeii gives us deep insight into Roman culture, but it doesn't say anything about Roman history in and of itself," said Pfefferkorn. "But on the other hand, it elucidates the time before and the time after. This finding is similar. It's a time capsule and therefore it allows us now to interpret what happened before or after much better."

As a people, we have been thrusting business cards into each others? hands since the 17th century, when English merchants used them to give customers accurate directions to their stores. The trend caught on in America in the late 1800s, and the rest is 2-by-3.5-inch history.
Personally, I am not a big fan of the business card, and rarely hand mine out at cocktail-weenie hour. Environmentally, I don?t believe distributing small pieces of paper to people who will toss them or let them stack up on a desk does much for our cause. Germ?n Ch?vez and Diego V?squez from the Centro de Ornitolog?a y Biodiversidad (CORBIDI) in Peru have discovered a new colorful lizard which they named Potamites montanicola, or "mountain dweller". The new species was found in Cordillera de Vilcabamba and Apurimac river valley, the Cusco Region of Peru at altitude ranging from 1,600 to 2,100 meters. Their study was published in the open access journal ZooKeys.
"The new discovery raises some questions", say the authors. This is the only member of the genus known to live at such altitude. It is yet unknown what biological mechanisms help the lizard to survive in this harsh environment, much colder than what it's relatives in the genus prefer. Scientists also believe the lizard may be nocturnal, which raises the question of how it maintains its body temperature during night time. In some cases, individuals were observed swimming in streams, which is rather unusual behavior for the members this genus.
"Further studies are needed to reveal its biology, population structure and conservation status, and outline its overall distribution", Ch?vez concludes.

About 2 p.m. ET, the single-engine Cessna 182 entered airspace that had been restricted as Obama was returning to Los Angeles International Airport aboard Marine One, the presidential helicopter, the North American Aerospace Defense Command, or NORAD, said in a statement.
Two F-16 fighter jets from March Air Reserve Base in Riverside County intercepted the plane and followed it as it made its way to a safe landing, where the pilot was met by local authorities, NORAD said.
NORAD would give no further details, citing operational security, but sources told NBC News Justice Department correspondent Pete Williams that the plane was escorted to Long Beach Airport. Authorities searched the plane and found about 22 pounds of marijuana on board, the sources said.
